BUDGETARY POLICY AND PROCEDURES WITH RESPECT TO
STAFFING SUMMER QUARTER COURSES
Background
In any quarter, the College's courses are taught through a combination of FY
and AY contract faculty plus graduate teaching assistance and part-time instructors.
For a faculty member who is hired on an academic year contract, teaching during
the summer quarter is a separate contract. The "Summer Faculty Budget"
is the College's budget line item to which all AY contract faculty are charged
at the rate of 10% of AY contract salary per course taught during summer quarter.
Policies and Procedures
Teaching assignments for a summer quarter are to be made subject to the following
budget constraint:
- The average cost per
section taught during a summer quarter by the academic unit by all instructors
staffing summer quarter courses (with the exception of faculty employed on
FY contracts) may not exceed the average cost per section taught during the
three quarters of the preceding academic year by all instructors (with the
exception of faculty employed on FY contracts) where the cost per section
taught by an AY contract faculty member is computed at l0% of AY contract
salary.
- If the head of an academic
unit desires to provide two courses for the summer quarter (20%) to one or
more faculty members on the basis of merit and the academic unit will not
be able to meet the budget constraint in doing so, the head may provide 20%
to those faculty as long as no faculty member of the academic unit is receiving
30% compensation strictly from teaching.
- Realizing that last-minute
staffing changes or other factors may result in conditions which make it extremely
difficult to achieve the budget constraint, the head of an academic unit may
request approval of the Associate Dean with responsibilities pertaining to
this area to exceed the budget constraint. In deciding whether to approve
such an exception, the Associate Dean will look at pedagogical considerations
and the history of the academic unit in meeting the budget constraint in recent
years.
- For purposes of determining
whether the cost of summer quarter instruction meets the budget constraint,
a course section taught by a GTA will be costed out at the average rate for
a part-time instructor (defined as the simple average of the PTI rate for
those without a doctorate and those with a doctorate).
- For purposes of computing
the average cost per section budget constraint (which equals the average cost
per section taught during the three quarters of the preceding academic year),
the cost of any externally-funded course releases received during the academic
year will be included, minus the estimated cost of the teaching replacement
of the AY contract faculty member receiving the externally-funded course release.
The estimated cost of the teaching replacement will be based on the weighted
average cost of PTI's and GTA's actually used during the academic year.
