ROBINSON COLLEGE OF BUSINESS
POLICY FOR FUND-RAISING AT GEORGIA STATE UNIVERSITY
(As Amended October 1989)


I. Purpose:

To clarify and define the rules and guidelines under which private gift dollars will be solicited and accounted for by schools, departments, agencies, foundations, or any other entities affiliated with, or a part of, Georgia State University.


II. General:

In the broadest sense, the purpose of the Development Office is to identify sources of private funding for the financial needs of Georgia State University which are not provided by the state or other governmental support, and to systematically implement an action plan by which these needs can be met. In line with this responsibility, the further purpose of the Development Office is to act as a "clearing house" for information regarding private fund-raising activities, and to coordinate the various facets of the total University fund-raising effort among private funding sources. To maintain and update a prioritized list of the various needs of the University for private funding. The priorities of such a list will be established by the President.


III. Policy:

A. No solicitation of private gifts of money or property, or anything of value, shall be made by anyone for the benefit of Georgia State University, or any agency thereof, without the prior approval of the President or his delegated representative, i.e., the Vice President for University Advancement. This shall include the solicitation of any individuals, whether alumni or non-alumni, as well as the solicitation of any businesses, foundations, or other organizations.

B. Any dean, director, faculty, or staff member who wishes to undertake any type of fund-raising program or solicitation of contributions in the name of Georgia State University from alumni, businesses, foundations, or friends, or who seeks to establish a fund-raising program including "associates", "friends", or similar groups shall follow this policy.

C. All gifts shall be processed and acknowledged in writing in a timely and appropriate manner. All gifts from Alumni, outside foundations, businesses or individuals shall be reported to the Gift Processing section of the Development Office to be recorded in the gift records system of GSU.

D. The Georgia State University Foundation, Inc., and the Georgia State University Alumni Association shall be the depository of all private gifts and endowments. Georgia State University and/or the GSU Research Foundation (when it is activated) will be the depository for research grants from either government or private sources, and payments for continuing education programs.

E. All foundations associated or affiliated with Georgia State University which receive any funds from outside sources during the year shall have an audit of their financial records performed by an independent auditor. A copy of such audit shall be furnished to the President of the University and the Vice President for Financial Affairs within sixty (60) days of its completion.

F. Before making any contact with any potential donor for the support of any GSU program, prior approval of the Office of the Vice President for University Advancement must be received. Such approval must be requested in writing through the appropriate department head, Dean and Vice President. Copies of all proposed solicitation letters, or any other solicitations which may appear in brochures or newsletters, etc., must be approved in advance by the Vice President for University Advancement.

G. If and when it appears timely to submit a formal proposal in writing, should be received and approved by the appropriate Dean and Vice President before submission to the Office of the Vice President for University Advancement.

H. Fund-raising proposals, as referred to in this policy, include the following:

  1. Plans to raise funds from alumni, faculty or staff on an annual recurring basis, similar to, or as part of, the Alumni Annual Fund solicitation.

  2. The establishment of an "Associates", "Friends", or "Advisory Board", program designed to solicit financial support.

  3. Special fund-raising efforts or events appealing to the University's constituencies in behalf of scholarships, memorial funds, fellowships, aid programs, professorships, endowed chairs, etc.

  4. Plans to add or reassign faculty or staff members to fund-raising responsibilities or to retain outside professional counsel to conduct fund-raising activities in the University's name.

  5. All proposals for funding to private foundations, businesses or individuals.

I. Proposals to federal, state and/or local governmental funding agencies that require "matching" or similar support, beyond university resources, must be coordinated with the Office of the Vice President for University Advancement.

  1. If external support is proposed from corporations, foundations, alumni and/or friends of the University, no proposals for this support can be presented or discussed with prospect without prior approval of the Vice President for University Advancement.

  2. Grant writers are welcome and encouraged to discuss possible funding sources for grant proposals with the Vice President for University Advancement during the early stages of development of the grant proposal.

  3. All grant proposals approved by the Vice President for Research and other offices, that require external support, will be routed to the Vice President for University Advancement for approval by the Vice President for Research before submission to the President for signature.
