DOCTORAL STUDENT TRAVEL


The emphasis on supporting doctoral student travel for the purpose of encouraging involvement in professional activities requires some general understanding by the College regarding the allocation of funds for this purpose. The following procedures will apply:

A. As part of the College's annual budgetary process during spring quarter, the Doctoral Programs Office will propose a doctoral travel budget for review and recommendation by the Executive Committee and Faculty Affairs Committee.

B. The approved funding will be housed in the budget of, and administered by, the Doctoral Programs Office.

C. The doctoral travel budget will be allocated among the academic units on the basis of the total weighted average time students within a unit have been in the program relative to the total weighted time of all students in the doctoral program in the College. The weighting scheme (a) does not consider students who are in their first year of study, (b) provides one point for students who are in their second year of study, (c) provides two points for students who are in their third year of study, (d) provides three points for students who are in their fourth year of study, (e) provides one point for students who are in their fifth year of study, and (f) provides no points for students who are beyond five years in the program or who are no longer on campus and directly supported by the academic unit. A portion of the travel budget not to exceed 15 percent of the total budget may be held in reserve to be allocated by the Director of Doctoral Programs to address inequities and special situations which may occur in any given year.

D. The receipt of funds by individual students is constrained by (1) the presentation of a paper at a regional or national professional meeting and/or the involvement in doctoral consortiums or discussion groups at such meetings, or attendance at such meetings as a reward for having achieved publication in a significant scholarly journal; (2) a maximum of $500 per student per fiscal year; (3) the total doctoral travel allocation to the academic unit; and (4) employment by the University as a GRA, GTA, or temporary instructor during the academic year.

E. Prioritization of travel funds among students will occur within academic units subject to the constraints in item (D) above.

F. Any funds not committed via a signed travel request authorization form by the time of the College's last budget amendment in late March will be returned to the College's budget for year-end spending purposes.
